In 2010, the Land and Resources Bureau of Shouguang City, based on the "One Platform, Two Markets" construction plan of the Provincial Department of Land and Resources, built a comprehensive management system for land and resources according to its own situation. The construction mainly includes three parts: software and hardware operating environment, "One Map" data center for land and resources, and comprehensive supervision system.

The software and hardware operating environment is the system guarantee. Starting from October 2010, the Land and Resources Bureau of Shouguang City invested 1.21 million yuan to equip high standard hardware equipment such as servers and firewalls, as well as large-scale geographic information and database management software. They also installed uninterrupted power supply, environmental monitoring, and SMS alarm systems in the computer room to ensure network security and create a good environment. The land and resources business network leases SDH data dedicated lines from communication operators to connect Weifang Municipal Bureau and its internal office network. In 2012, the dedicated line of the business network connected 15 land and resources institutes, achieving online handling of intra bureau services and collaboration of city, county, and township level services.

The Geographic Information Center of Shouguang Land and Resources Bureau is responsible for the construction of "One Map". Li Bo, the director of the Information Center, said that the "One Map" data center is the core of the system. In 2011, the "Digital Shouguang Geographic Information Public Service Platform" passed the acceptance inspection, providing detailed basic data for the construction of the "One Map" data center. It not only realizes online data and function calling across GIS platforms, but also integrates thematic layer data such as land use, basic farmland, and mineral planning formed by land and resources investigation and evaluation. It also creates management layer data such as supplementary farmland, land expropriation, and land ownership.

At the same time, through cooperation with GIS renowned enterprise Zhongdi Digital Group and Jinan Zhongdi Times Technology Co., Ltd., which are deeply involved in the field of land informatization, the MapGIS K9 platform software was selected to achieve multi-source heterogeneous data management, service publishing, and sharing exchange.

Using computer software and network platforms, networked comprehensive management of land and resource management planning, approval, utilization, supplementation, development, law enforcement, etc. is achieved, realizing the "sky view, online management, and above ground investigation" of land and resource development and utilization, and realizing dynamic supervision of land and resource management.
