Notice on Holding the 13th University GIS Forum on "Intelligence and Collaboration • 2025" (No.1)
To all universities and relevant units:
2025 is the final year of the 14th Five Year Plan. The country proposes to deepen the development and utilization of data resources, stimulate the innovation vitality of the digital economy, continue to promote the "artificial intelligence+" action, and lead the development of new quality productivity with technological innovation.
Geographic information data, as a strategic information resource and production factor, requires the surveying and mapping geographic information industry to further strengthen the construction of geographic spatial information infrastructure. With the construction of real three-dimensional China as the starting point, more practical, user-friendly surveying and mapping geographic information data resources should be provided for the development of the digital economy.
At the same time, on the basis of promoting high-level technological self-reliance and self-improvement, we will deeply activate the potential of geographic spatial data elements, strengthen the deep integration with new generation information technologies such as artificial intelligence, big data, cloud computing, 5G, etc,
To achieve efficient collaborative development between various fields and levels such as data and business, explore and form new application scenarios with broader service capabilities, carry out cross-border cooperation on a wider scale, and promote the construction of Digital China, comprehensively serving the needs of national economic and social development.
Starting from serving the national strategic needs, the University GIS Forum has always focused on geographic information technology innovation, discipline construction, talent cultivation, and technology application, providing a service platform for communication and cooperation among university teachers, students, research institutes, enterprises, institutions, and geographic information practitioners.
Since its establishment 19 years ago, the forum has gradually developed from an academic forum on geographic information in higher education institutions to one of the most authoritative and influential high-end events in the domestic GIS education industry. It has not only promoted the development of GIS education in Chinese universities, but also witnessed the gradual prosperity of the geographic information industry.
In order to explore the theoretical innovation and technological breakthroughs, disciplinary construction and talent cultivation, integration and symbiosis, and industrial development in the field of geographic information in China, the 13th University GIS Forum is scheduled to be held in Shanghai from November 7-9, 2025, as decided by the organizing unit's conference.
The theme of this forum is "Intelligence and Collaboration", where "Intelligence" represents the innovative development and cutting-edge technology of the geographic information industry, while "Collaboration" emphasizes the cross integration and collaborative progress between different fields. The forum will showcase the latest image of the geographic information industry as a typical new quality productivity flourishing.

2025 13th University GIS Forum Event Schedule
Forum Purpose
Improve GIS education level, enhance GIS academic exchanges, enrich GIS application research, and accelerate GIS industry development.
Forum Positioning
A non-profit academic forum with strong government support, spontaneous organization by universities, and enterprise participation. It aims to better promote GIS research, education and application in China, and drive the development of the entire GIS industry through the forum.

Famous Teachers Entering Universities
Well-known experts and professors will be invited to visit major universities in Shanghai and surrounding areas one week before the forum to exchange with university teachers and students on GIS technology innovation, discipline construction, and practical applications.

Awards such as University GIS Innovation Figures, University GIS Rising Stars, University GIS Newcomers, Excellent Teaching Achievement Awards, Excellent GIS Dissertations, and Innovation and Entrepreneurship Competitions will be selected and presented through correspondence review, conference review, and defense review.

Keynote Speeches: Closely围绕 the theme of this year's University GIS Forum, experts and scholars from relevant fields will be invited to give featured keynote speeches from aspects such as technology frontiers, discipline development, and emerging application markets.
Sub-forums: Multiple sub-forums will be set up according to the main topics, award settings, and thematic activities of this forum.
Academic Salon:围绕 the theme of "Intelligence and Collaboration", experts and scholars, enterprise representatives, etc. will engage in intellectual dialogue on discipline frontiers, talent cultivation, industry development, innovation and entrepreneurship.

Innovation and Entrepreneurship Competition
Following the principle of "based in universities,面向 the nation, promoting industry, and innovative applications", university student entrepreneurs nationwide will be solicited for GIS-related innovation and entrepreneurship achievements. The final participating projects will be evaluated through on-site defense presentations at the "Innovation and Entrepreneurship" sub-forum.

Award Selection Methods
Award Categories
01
"University GIS Innovation Figure" Eligibility Criteria
-Under 49 years old;
-University personnel engaged in GIS teaching and research;
-Doctoral degree or above, professor title or above;
-Published high-level academic papers in domestic and foreign core journals;
-Led provincial or ministerial level GIS-related research projects;
-Received provincial or ministerial level teaching or research achievement awards, or outstanding achievements in innovation and entrepreneurship.

"University GIS Rising Star" Eligibility Criteria
-Under 39 years old;
-University personnel engaged in GIS teaching and research;
-Doctoral degree or above, lecturer title or above (including postdoctoral fellows);
-Published high-level academic papers in domestic and foreign authoritative journals;
-Led/undertook provincial or ministerial level GIS-related research projects;
-Received relevant teaching or research achievement awards, or performed excellently in innovation and entrepreneurship.

"University GIS Newcomer" Eligibility Criteria
-Undergraduate and graduate students currently enrolled;
-Recommended by their university, with good performance and excellent academic results;
-Participated in GIS development project practice and achieved outstanding results;
-Proficient in using at least one domestic platform software.

"Excellent Teaching Achievement Award" Eligibility Criteria
Teaching achievements must be original, novel, and practical, with obvious effects on improving teaching level, educational quality, and training objectives. The main contributors must have at least 3 consecutive years of teaching experience, directly organize and lead the design, argumentation, and implementation of the achievement, and make major contributions. Those who meet any of the following conditions are eligible to participate:
-Relevant teaching achievements have won municipal or higher level awards (award certificates required);
-Own MOOCs or self-compiled teaching materials with certain influence;
-Main lecturer for a course for 3 consecutive years.
The number of participating contributors does not exceed 10, and the first contributor fills out the application form to participate.

"Excellent Thesis" Eligibility Criteria
-Thesis research direction is GIS;
-Recommended by universities, with each university recommending no more than 1 master's and doctoral thesis for evaluation;
-Degree conferred between 2023-2025.
Note: The number of winners for each award does not exceed 10 per category/paper.
Selection Committee
An evaluation panel will be established by the Academic Committee of the "University GIS Forum" and relevant experts, and selection will be conducted through preliminary review, re-review, and final review.

Innovation and Entrepreneurship Competition
Event Purpose
Following the principle of "based in universities,面向 the nation, promoting industry, and innovative applications", this event面向 university student entrepreneurs nationwide, showcasing a collection of GIS-related innovation and entrepreneurship achievements from universities, and providing a practical opportunity for students to connect their majors with the market.
Event Process
Divided into two stages in chronological order:
-Project information submission: June 10 - September 10
-On-site defense presentation and expert interaction: "Innovation and Entrepreneurship Sub-forum" of the forum
Participants and Project Scope
Participants: Students currently enrolled in GIS, surveying and remote sensing, urban planning, resource and environmental, artificial intelligence and other related majors, or other majors, as well as alumni who graduated within 5 years are all eligible to participate.
Project scope: GIS-related, including professional technologies and applications of the GIS industry, satellite positioning and navigation, aerospace remote sensing industry, traditional surveying and mapping industry, etc., specifically including cloud computing technology, big data technology, drone technology, artificial intelligence technology, positioning and navigation technology, surveying and remote sensing technology, database technology, digital map technology and other related software, hardware, applications, business model innovations, projects, etc.
Participation Format
